Eels don't electrify the ocean due to the fact that they only produce energy for about 2 milliseconds. It amps up depending how long the exposure is and how powerful the source is, the average pool is around 500 feet and if you dumped a toaster connected to a house into it, it would probably only cover a small area of that 500 feet radius. Due to a bathtub being pretty damn small, a toaster can electrify all of it.
